When we discovered Paragea, working for the Foundation stopped being a sacrifice. We weren't dying in the dark anymore. We found our own light.

It is the 2000s, an exciting period for humanity. Technological innovation has led humanity to be far more connected than before. But there was a hidden world undergoing just as many changes. Paragea, a pocket world concealed within Earth, experienced its first major development boom. This hidden world became a place where anomalies could coexist, separated from the "mundane world."

In response, the Foundation established the Paragea Regional Command (PARACOM). This marked the first major restructuring of the Foundation's rigid high command in decades, creating a significant power vacuum. Paragea quickly became a place of opportunity for "promotion-men" seeking to secure influential positions within the Foundation. Nepotism, sabotage, corruption, and scandals were rampant during this period of intense political struggle, later known as the Millennium Power Vacuum.

Site-21 had been established long before the Paragea Boom. Originally created to study the nature of Paragea, it was decommissioned in the 1990s after years of excessive maintenance costs and an incident that destroyed three-quarters of the facility. However, an ambitious researcher convinced the O5 Council that massive changes were imminent, leading to Site-21's reconstruction and the eventual creation of PARARECO.

Site-21 was on track to become one of the Foundation's most powerful facilities - until an SCP hoax scandal in 2005 derailed its political ascent and landed the Site Director in prison. Now, in the most chaotic era of the Foundation's history, Site-21 must fight to reclaim its former status and bring down those responsible for its downfall.
