The Recordkeeping and Information Security Administration (RAISA) is the division responsible for maintaining and creating files for all Foundation information and documents. RAISA also manages information security, by monitoring for info-hazards and released classified information.

The Recordkeeping and Information Security Administration (RAISA) was established in 2000, as construction of the site was nearing completion and personnel began transferring from other Foundation installations. Due to this rapid influx of personnel, documents needed to be kept and information stored away, and so RAISA was born.

The Recordkeeping and Information Security Administration (RAISA) also works in accordance with the Research and Experimentation division in the Scientific Department (ScD) to identify and neutralize any info-hazards and similar anomalies that may make their way onto the site's database.
RAISA is also responsible for maintaining and encrypting domestic communication between personnel.

RAISA may also employ the use of personnel from other departments at random to act as observers within particular events. These personnel are not required to maintain secrecy, and are free to speak about their selection by RAISA. These personnel are also free to deny these assignments. The observation duties are only to serve as additional insight into particular events, and are no way of legally spying on Site-21's personnel. (This paragraph was revised after many high-ranking personnel expressing concern at the observation assignments.)
